x86_energy_perf_policy: Constify HWP strings
Add const qualifiers to the string parameters of parse_optarg_string(),
print_hwp_request(), and print_hwp_request_pkg() which are read-only.
These functions never modify the string argument they receive.
Adding const:
1. Documents the API contract clearly
2. Allows callers to pass string literals without compiler warnings
3. Enables the compiler to optimize better in some cases
4. Prevents accidental modification of the parameter
