x86_energy_perf_policy: Constify profile name arg
Add const qualifier to the name parameter of
platform_profile_name_is() which is read-only.
The function never modifies the string argument it receives. Adding
const documents the API contract and allows callers to pass string
literals directly without compiler warnings.
