x86_energy_perf_policy: Check fseek() in VM path
Add return value validation for fseek() and ensure consistent
resource cleanup on all error paths in err_on_hypervisor().
The fseek() call was missing return value validation. If fseek()
fails, subsequent fgets() may operate on an incorrect file position,
leading to incorrect parsing or reading beyond the intended buffer
boundary.
Additionally, add explicit cleanup path after fseek() validation to
match the pattern used in other error paths within the function.
