x86_energy_perf_policy: Define BCLK_MHZ
Replace the hardcoded value 100 with a named symbolic constant BCLK_MHZ in
ratio_2_sysfs_khz() to document the assumed bus clock frequency.
The comment already notes "Assumption: All HWP systems have 100 MHz
bus clock". A symbolic constant reinforces this assumption at the
point of use and makes it trivial to find if the assumption ever
needs revisiting.
