x86_energy_perf_policy: Cleanup: Define HWP window max
Replace all occurrences of the hardcoded magic number 1270000000
with a named symbolic constant HWP_WINDOW_MAX_USEC to improve code
readability and maintainability.
The value 1270000000 represents the maximum HWP activity window duration in
microseconds. Using a symbolic constant documents its meaning and makes it
easier to locate all uses of this limit.
