The next patch needs to use dev_isalive() in xfrm.
We should try to avoid using the dev_ prefix on APIs
we export via include/linux/.
Let's move it to include/linux/netdevice.h and rename
to netif_is_alive().

netdev_work_proc() took rtnl_lock() for the whole batch, forcing
even ops-locked drivers onto rtnl just to run their rx_mode / ndo_work
callbacks. Take the per-device ops-compat lock instead: the instance
lock for ops-locked drivers, rtnl_lock for the rest. That's what the
callbacks already assert (e.g. netif_rx_mode_run() asserts
netdev_assert_locked_ops_compat()), and non-ops-locked work
such as vlan ndo_work keeps rtnl, since its compat lock resolves
to rtnl anyway.
Without this adding more uses of ndo_work, for cases which don't
need rtnl_lock feels like a step back.
We can drop the comment about the extra ref now, with the relocking
it's a necessity.

Technically, it's illegal to take a ref on a netdev just because
we have a pointer on which we already hold a ref, with no other
protection. This is because our simple per-cpu refcount
implementation cannot atomically read the count.
Let's make sure we cancel outstanding work and never queue more
work for a device we know is dead. This way taking a ref on
a dev we know is on the netdev_work_list is always going to be safe.
Jiangshan Yi reports that the issues is caught by ref tracker infra
leading to a warning:

With an extra event mask we can easily extend the netdev work
to also service driver-defined events. For advanced drivers
this is probably not a perfect match, but it makes running
deferred work easier in simple cases.
Expose the netdev_work facility to drivers. Add helpers
to schedule work and a dedicated ndo to perform the driver-
-scheduled actions.

The rx_mode update runs from a workqueue: drivers have their
ndo_set_rx_mode_async() callback executed by a single global
work item under RTNL and ops lock. This is a useful pattern.
Support multiple "events" that need to be serviced and make RX_MODE
sync the first one. Call the events "core" because later on
we will let drivers define and schedule their own.
