The RTNL here is only needed for walking the wiphy list,
which can be done under cfg80211_mutex instead, we just
need to not take it in regulatory_hint_disconnect(), of
which this is the only caller.

Now we have cfg80211_mutex everywhere along with wiphy mutex
for per-device bits, so don't need RTNL any more. Remove it
from the regulatory code.
Also, wiphy_apply_custom_regulatory() no longer needs the RTNL,
and get_wiphy_regdom() can no longer rely on it.

for_each_rdev() now requires RTNL, but we can relax that and
allow any of RTNL, cfg80211_mutex and RCU, and then use it
in quite a few more places.

The global regulatory state is currently protected by the
RTNL (which is the new BKL). Prepare for further reducing
our dependency on it by adding a new mutex that protects
this data (as well, for now held inside RTNL) and the
wiphy list (so that regulatory code can walk it).

We check the DFS data for a channel under wiphy mutex, but
the code sometimes writes it under RTNL only. Fix that to
avoid data races and to prepare things for later removal
of the RTNL here.
cfg80211_dfs_channels_update_work() must change a bit more
to do this, since it locks other wiphys and nesting locks
is, while possible, too difficult: track the changes in an
array and update everything afterwards.

When regulatory request is intersected, the wiphy's regd
is replaced holding only the RTNL, while the non-intersected
case holds the wiphy mutex - we document access to need it.
Current readers that don't hold RTNL also don't get into it,
but it's more consistent and I want to remove the RTNL later.
Also move the similar code in reg_process_hint_driver() to
the same pattern as preparation.

Regulatory code updates channels holding only RTNL. Since
I removed RTNL everywhere, most reading code doesn't take
it, so it races with the updates.
Update the relevant regulatory data under wiphy mutex to
avoid (most of?) those races.
Some drivers acquire the wiphy mutex, so don't cover the
calls to the regulatory notifiers.
For beacon hints the order of operation changes, and the
driver notifier will be called only once later, but that
seems acceptable (even better) to drivers as I see it.

reg_query_regdb_wmm() is only used by iwlwifi, but even when
it was introduced was already broken, as it reads the global
db without any locking (drivers can't really guarantee any).
Certainly iwlwifi doesn't since it calls it for FW messages.
Therefore, it can race against regdb updates. The function
uses a local pointer, but doesn't help.
Use RCU to protect the regdb pointer to fix that, and update
the documentation to mention this (and do some cleanups).

valid_regdb() walks the regulatory.db country table and returns
true as soon as either:
- a zero coll_ptr entry (the required terminator) is found, or
- the next country entry would no longer fit in the buffer.
The second case silently accepts a database image whose country
table reaches the end of the buffer without a zero-terminator.
The callers of valid_regdb() assume that every country is zero
terminated.
Exit immediately upon zero terminator, don't accept a database
without a zero terminator.

Defer the cfg80211_reg_can_beacon_relax() check
from __nl80211_set_channel() for AP and P2P-GO.
At __nl80211_set_channel() stage AP type is not fully known
before start_ap, so this early check incorrectly rejects valid
VLP AP bring-up. start_ap has the required AP context and already
performs the regulatory validation, so start checking after start_ap.
This way, VLP APs can be brought up. Also handle the CSA scenario by
running regulatory beaconing validation during channel switch and
preserving/updating AP reg_power across CSA completion.

Regulatory enforcement in reg_check_chans_work() does all work
with the RTNL held, which can block the RTNL for a long time,
which syzbot can hit and report hung tasks.
Except for NAN, we don't need the RTNL for the enforcement, and
the list iteration can be done with RCU instead.
Split the enforcement off into new work structs: for NAN, we
have to have the RTNL to close dependent NAN_DATA interfaces,
everything else can use cfg80211_leave_locked() in a wiphy work.
It'd be doable to use just a single work with RTNL, but then
the RTNL would end up being used all the time, and really it
only needs to be used for NAN.

reg_wdev_chan_valid() returns early for any wdev that has no netdev,
which is fine for P2P originally (and later PD still), but NAN has
no netdev and yet enforcement code was added and is needed, but is
dead code right now.
Use wdev_running() instead so that netdev-less wdevs aren't skipped.
P2P/PD don't do anything in the later switch, but NAN code can now
be reached.

Add a new wdev-only interface type NL80211_IFTYPE_PD to support
Proximity Detection (PD) operations such as PASN and peer measurement
operations. This interface type operates without a netdev, similar to
P2P_DEVICE and NAN interfaces.
Implement support across cfg80211 and mac80211 layers with PD-specific
checks gated by the NL80211_EXT_FEATURE_SECURE_RTT feature flag,
management frame registration and transmission capabilities, and proper
channel context handling where PD interfaces are excluded from bandwidth
calculations. Update mac80211 to recognize the new interface type in the
relevant paths for this management-only interface.
PD discovery can be performed on any available interface, such as
NL80211_IFTYPE_STATION.
If PD/PMSR uses the MAC address of an existing interface type, such as
NL80211_IFTYPE_STATION, then pairing and measurement shall use that
same interface. If PD/PMSR uses a different MAC address, such as a
random MAC address, then pairing and measurement can be performed on a
new NL80211_IFTYPE_PD interface created with that random MAC address.

This new interface type represents a NAN data interface (NDI).
It is used for data communication with NAN peers.
Note that the existing NL80211_IFTYPE_NAN interface, which is the NAN
Management Interface (NMI), is used for management communication.
An NDI interface is started when a new NAN data path is about to
be established, and is stopped after the NAN data path is terminated.
- An NDI interface can only be started if the NMI is running, and NAN is
started.
- Before the NMI is stopped, the NDI interfaces will be stopped.
Add the new interface type, handle add/remove operations for it,
and makes sure of the conditions above.

Add SPDX-License-Identifier lines to some files where
they are missing in the net/wireless directory.
Remove licensing text from individual files headers (where
present) to canonicalize the library references.
Use (mostly) either GPL-2.0 or ISC, depending on the
license wording (or not) in the files.
radiotap.c does not mention which BSD variant it intends for the
license. My selection of 'OR BSD-2-Clause' for radiotap.c was
based on research into this code's history and its licensing
elsewhere. In OpenBSD, radiotap code (which likely either
derived from this code, or this code was derived from) has the
BSD-2-Clause license. Very similar code in the radiotap library
user space tool, by the same authors Andy Green and Johannes
Berg, has an ISC license. Also the ISC license is used by
Johannes for other contributions in the Linux wireless system.
Since the radiotap.c license text here mentions BSD, but not a
specific version, I chose the closest BSD variant to ISC, which
is BSD-2-Clause.

This is the exact same thing as the 'alloc_obj()' version, only much
smaller because there are a lot fewer users of the *alloc_flex()
interface.
As with alloc_obj() version, this was done entirely with mindless brute
force, using the same script, except using 'flex' in the pattern rather
than 'objs*'.

This was done entirely with mindless brute force, using
git grep -l '\<k[vmz]*alloc_objs*(.*, GFP_KERNEL)' |
xargs sed -i 's/\(alloc_objs*(.*\), GFP_KERNEL)/\1)/'
to convert the new alloc_obj() users that had a simple GFP_KERNEL
argument to just drop that argument.
Note that due to the extreme simplicity of the scripting, any slightly
more complex cases spread over multiple lines would not be triggered:
they definitely exist, but this covers the vast bulk of the cases, and
the resulting diff is also then easier to check automatically.
For the same reason the 'flex' versions will be done as a separate
conversion.

This is the result of running the Coccinelle script from
scripts/coccinelle/api/kmalloc_objs.cocci. The script is designed to
avoid scalar types (which need careful case-by-case checking), and
instead replace kmalloc-family calls that allocate struct or union
object instances:
Single allocations: kmalloc(sizeof(TYPE), ...)
are replaced with: kmalloc_obj(TYPE, ...)
Array allocations: kmalloc_array(COUNT, sizeof(TYPE), ...)
are replaced with: kmalloc_objs(TYPE, COUNT, ...)
Flex array allocations: kmalloc(struct_size(PTR, FAM, COUNT), ...)
are replaced with: kmalloc_flex(*PTR, FAM, COUNT, ...)
(where TYPE may also be *VAR)
The resulting allocations no longer return "void *", instead returning
"TYPE *".

HT flags don't really make sense when applied to S1G channels
especially given the bandwidths both used for calculations and
conveyed (i.e 20MHz). Similarly with the 80/160/..MHz channels,
each bonded subchannel is validated individually within
cfg80211_s1g_usable(), so the regulatory validation is similarly
redundant. Additionally, usermode application output (such as iwinfo
below) doesn't particularly make sense when enumerating S1G channels:
before:
925.500 MHz (Band: 900 MHz, Channel 47) [NO_HT40+, NO_HT40-, NO_16MHZ]
926.500 MHz (Band: 900 MHz, Channel 49) [NO_HT40+, NO_HT40-, NO_16MHZ]
927.500 MHz (Band: 900 MHz, Channel 51) [NO_HT40+, NO_HT40-, NO_16MHZ, NO_PRIMARY]
after:
925.500 MHz (Band: 900 MHz, Channel 47) [NO_16MHZ]
926.500 MHz (Band: 900 MHz, Channel 49) [NO_16MHZ]
927.500 MHz (Band: 900 MHz, Channel 51) [NO_16MHZ, NO_PRIMARY]
Don't process the S1G band when applying HT flags as both the regulatory
component is redundant and the flags don't make sense for S1G channels.

Currently, whenever cfg80211_stop_iface() is called, the entire iface
is stopped. However, there could be a need in AP/P2P_GO mode, where
one would like to stop a single link in MLO operation instead of the
whole MLD interface.
Hence, introduce cfg80211_stop_link() to allow drivers to tear down
only a specified AP/P2P_GO link during MLO operation. Passing -1
preserves the existing behavior of stopping the whole interface. Make
cfg80211_stop_iface() call this function by passing -1 to keep the
default behavior the same, that is, to stop all links and use
cfg80211_stop_link() with the desired link_id for AP/P2P_GO mode, to
stop only that link.
This brings no behavioral change for single-link/non-MLO interfaces,
and enables drivers to stop an AP/P2P_GO link without disrupting other
links on the same interface.

Currently, the S1G channelisation implementation differs from that of
VHT, which is the PHY that S1G is based on. The major difference between
the clock rate is 1/10th of VHT. However how their channelisation is
represented within cfg80211 and mac80211 vastly differ.
To rectify this, remove the use of IEEE80211_CHAN_1/2/4.. flags that were
previously used to indicate the control channel width, however it should be
implied that the control channels are 1MHz in the case of S1G. Additionally,
introduce the invert - being IEEE80211_CHAN_NO_4/8/16MHz - that imply
the control channel may not be used for a certain bandwidth. With these
new flags, we can perform regulatory and chandef validation just as we would
for VHT.
To deal with the notion that S1G PHYs may contain a 2MHz primary channel,
introduce a new variable, s1g_primary_2mhz, which indicates whether we are
operating on a 2MHz primary channel. In this case, the chandef::chan points to
the 1MHz primary channel pointed to by the primary channel location. Alongside
this, introduce some new helper routines that can extract the sibling 1MHz
channel. The sibling being the alternate 1MHz primary subchannel within the
2MHz primary channel that is not pointed to by chandef::chan.
Furthermore, due to unique restrictions imposed on S1G PHYs, introduce
a new flag, IEEE80211_CHAN_S1G_NO_PRIMARY, which states that the 1MHz channel
cannot be used as a primary channel. This is assumed to be set by vendors
as it is hardware and regdom specific, When we validate a 2MHz primary channel,
we need to ensure both 1MHz subchannels do not contain this flag. If one or
both of the 1MHz subchannels contain this flag then the 2MHz primary is not
permitted for use as a primary channel.
Properly integrate S1G channel validation such that it is implemented
according with other PHY types such as VHT. Additionally, implement a new
S1G-specific regulatory flag to allow cfg80211 to understand specific
vendor requirements for S1G PHYs.

Downloading regulatory "firmware" needs a device to hang off of, and so
a platform device seemed like the simplest way to do this. Now that we
have a faux device interface, use that instead as this "regulatory
device" is not anything resembling a platform device at all.

Syzbot keeps reporting an issue [1] that occurs when erroneous symbols
sent from userspace get through into user_alpha2[] via
regulatory_hint_user() call. Such invalid regulatory hints should be
rejected.
While a sanity check from commit 47caf685a685 ("cfg80211: regulatory:
reject invalid hints") looks to be enough to deter these very cases,
there is a way to get around it due to 2 reasons.
1) The way isalpha() works, symbols other than latin lower and
upper letters may be used to determine a country/domain.
For instance, greek letters will also be considered upper/lower
letters and for such characters isalpha() will return true as well.
However, ISO-3166-1 alpha2 codes should only hold latin
characters.
2) While processing a user regulatory request, between
reg_process_hint_user() and regulatory_hint_user() there happens to
be a call to queue_regulatory_request() which modifies letters in
request->alpha2[] with toupper(). This works fine for latin symbols,
less so for weird letter characters from the second part of _ctype[].
Syzbot triggers a warning in is_user_regdom_saved() by first sending
over an unexpected non-latin letter that gets malformed by toupper()
into a character that ends up failing isalpha() check.
Prevent this by enhancing is_an_alpha2() to ensure that incoming
symbols are latin letters and nothing else.

Currently, during starting a radar detection, no link id information is
parsed and passed down. In order to support starting radar detection
during Multi Link Operation, it is required to pass link id as well.
Add changes to first parse and then pass link id in the start radar
detection path.
Additionally, update notification APIs to allow drivers/mac80211 to
pass the link ID.
However, everything is handled at link 0 only until all API's are ready to
handle it per link.

FCC-594280 D01 Section B.3 allows peer-to-peer and ad hoc devices to
operate on DFS channels while they operate under the control of a
concurrent DFS master. For example, it is possible to have a P2P GO on a
DFS channel as long as BSS connection is active on the same channel.
Allow such operation by adding additional regulatory flags to indicate
DFS concurrent channels and capable devices. Add the required
relaxations in DFS regulatory checks.

Currently the channel property updates are not propagated to
driver. This causes issues in the discovery of hidden SSIDs and
fails to connect to them.
This change defines a new wiphy flag which when enabled by vendor
driver, the reg_call_notifier callback will be trigger on beacon
hints. This ensures that the channel property changes are visible
to the vendor driver. The vendor changes the channels for active
scans. This fixes the discovery issue of hidden SSID.

Currently regulatory update by driver is not allowed when the
wiphy->regd is already set and drivers_request->intersect is false.
During wiphy registration, some drivers (ath10k does this currently)
first register the world regulatory to cfg80211 using
wiphy_apply_custom_regulatory(). The driver then obtain the current
operating country and tries to update the correct regulatory to
cfg80211 using regulatory_hint().
But at this point, wiphy->regd is already set to world regulatory.
Also, since this is the first request from driver after the world
regulatory is set this will result in drivers_request->intersect
set to false. In this condition the driver request regulatory is not
allowed to update to cfg80211 in reg_set_rd_driver(). This restricts
the device operation to the world regulatory.
This driver request to update the regulatory with current operating
country is valid and should be updated to cfg80211. Hence allow
regulatory update by driver even if the wiphy->regd is already set
and driver_request->intersect is false.
