syzbot reported the splat below in neigh_mark_dead() [0]
where tbl->lock was not held while neigh_ifdown() should
have acquired one.
This only happens when a neigh_table accidentally has a
neighbour from a different netns.
In ip6_finish_output2(), the net argument is the caller's and
does not always match dev_net(dev) fetched from dst. (e.g. xfrm)
It is error-prone to require callers to fetch netns and
neigh_table and pass it with dev to neigh_lookup(), etc.
Let's replace neigh_lookup() and friends with IPv6 helpers.
Note that __neigh_lookup() is split into ipv6_neigh_lookup()
and ipv6_neigh_create().

Later, we will add ipv6_neigh_lookup() as a wrapper for
neigh_lookup(nd_table(net), ...).
The existing ip6_neigh_lookup() is called from ip6_dst_neigh_lookup()
with a gateway address.
Let's rename ip6_neigh_lookup() to __ip6_dst_neigh_lookup().

Transition a FAILED neighbor entry to STALE upon receipt of an NA
message on routers when accept_untracked_na is enabled. This extends the
RFC 9131 accept_untracked_na behavior so that FAILED entries are treated
the same as non-existent entries.
RFC 4861 section 7.3.3 says that an entry should be deleted when address
resolution fails. Linux instead retains the entry in NUD_FAILED, so
treating it as untracked is consistent with the protocol model.
Trying to resolve FAILED neighbors via periodic probing (e.g. using
NTF_EXT_MANAGED) is more work compared to this approach which uses
information in NAs that the kernel may already be receiving. Note that
because this behavior in IPv6 is dependent on the accept_untracked_na
sysctl setting, this approach is more conservative than IPv4 which
transitions FAILED neighbors to STALE by default upon receiving GARPs.

to store a net pointer.
Let's remove it and net comparison for pneigh_entry.

Now, neigh_table is ready to be namespacified.
Let's allocate per-netns neigh_table in neigh_table_register()
and call neigh_table_init() and neigh_sysctl_register() for it.
proc_create_seq_data() is changed to proc_create_net_data().
Since each netns has its own sysctl knobs, RTM_SETNEIGHTBL can
configure the default table param (ifindex==0) and GC parameters
per netns.
To avoid potential regression, all the default parameters under
/proc/sys/net/ipv{4,6}/neigh/default/, are inherited from init_net
by default.
This behaviour is controlled by a new sysctl knob,
net.core.neigh_inherit_init_net:
# sysctl net.core.neigh_inherit_init_net
net.core.neigh_inherit_init_net = 1
# sysctl net.ipv4.neigh.default.gc_thresh1
net.ipv4.neigh.default.gc_thresh1 = 128
# sysctl net.ipv4.neigh.default.gc_thresh1=129
net.ipv4.neigh.default.gc_thresh1 = 129
# unshare -n sysctl net.ipv4.neigh.default.gc_thresh1
net.ipv4.neigh.default.gc_thresh1 = 129
If it is turned off, all settings are reset in the new netns:
# sysctl net.core.neigh_inherit_init_net=0
net.core.neigh_inherit_init_net = 0
# unshare -n sysctl net.ipv4.neigh.default.gc_thresh1
net.ipv4.neigh.default.gc_thresh1 = 128
The next patch will remove other unnecessary net_eq().
Note that CONFIG_SYSCTL cannot be enabled without CONFIG_PROC_FS.

We will remove RTNL for neigh_add() and neigh_delete(), but they
are still serialised by per-protocol neigh_table.lock.
We can avoid contention by converting neigh_tables[] to per-netns,
but arp_tbl and nd_tbl are directly used in many places.
As a prep, let's store &arp_tbl and &nd_tbl in net->neigh_tables[].
We will replace such users with arp_table(net) and nd_table(net)
and then allocate per-netns neigh_table.
Note that nd_table() still returns &nd_tbl in case disable_ipv6_mod
is 1 because some buggy drivers use nd_tbl without checking it.
proc_create_net() is guarded with CONFIG_PROC_FS because it
returns NULL when =n and setup_net() fails and panic()s. Also
a later patch moves neigh_sysctl_register() under the guard.

Record why the kernel deletes an IPv6 route on its own:
- RT_DEL_REASON_EXPIRED for routes reaped by the FIB6 garbage
collector after their RTF_EXPIRES lifetime ran out.
- RT_DEL_REASON_RA_WITHDRAWN for default routes, prefix routes and
RFC 4191 route information routes withdrawn by a zero-lifetime
Router Advertisement.
Deleting a default route because its metric changed is not a
withdrawal, so it keeps RT_DEL_REASON_UNSPEC.

Replace the manual ND option parsing loop in br_nd_send() with
ndisc_parse_options(), which provides proper validation and avoids the
class of bugs that were fixed by commit 53fc685243bd ("bridge: Avoid
infinite loop when suppressing NS messages with invalid options") and
commit 850837965af1 ("bridge: br_nd_send: validate ND option lengths").
Use ndisc_opt_addr_data() to extract the source link-layer address
from the parsed options, which correctly validates the option length
for the underlying device type.
Export ndisc_parse_options() so that it can be resolved from the bridge
when it is built as a module (CONFIG_BRIDGE=m); otherwise modpost fails
with an undefined symbol.

When inet_getpeer_v4() or inet_getpeer_v6() fails to allocate a peer entry
under memory pressure or tree size caps, redirect handlers previously fell
back to sending un-rate-limited ICMP/NDISC Redirect messages.
In IPv4, ip_rt_send_redirect() called icmp_send() directly when peer == NULL.
In IPv6, ip6_forward() and ndisc_send_redirect() passed a NULL peer into
inet_peer_xrlim_allow(), which returned true when peer == NULL.
Because ICMP/NDISC Redirects are not part of the default global rate limit
mask (sysctl_icmp_ratemask), sending redirects when peer == NULL creates
an un-rate-limited ICMP packet storm.
Fix this by failing closed in ip_rt_send_redirect(), ip6_forward(), and
ndisc_send_redirect() when peer is NULL.

accept_untracked_na() re-fetches the inet6_dev with __in6_dev_get(dev)
and dereferences idev->cnf.accept_untracked_na without a NULL check,
even though its only caller ndisc_recv_na() already fetched and
NULL-checked idev for the same device.
Both reads of dev->ip6_ptr run in the same RCU read-side critical
section, but a concurrent addrconf_ifdown() can clear dev->ip6_ptr
between them: lowering the MTU below IPV6_MIN_MTU calls addrconf_ifdown()
without the synchronize_net() that orders the unregister path, so the
re-fetch returns NULL and oopses:

In preparation for dropping ipv6_stub and converting its users to direct
function calls, introduce static inline dummy functions and fallback
macros in the IPv6 networking headers. In addition, introduce checks on
fib6_nh_init(), ip6_dst_lookup_flow() and ip6_fragment() to avoid a
crash due to ipv6.disable=1 set during booting. The other functions are
safe as they cannot be called with ipv6.disable=1 set.
These fallbacks ensure that when CONFIG_IPV6 is completely disabled,
there are no compiling or linking errors due to code paths not guarded
by preprocessor macro IS_ENABLED(CONFIG_IPV6).
In addition, export ndisc_send_na(), ip6_route_input() and

NEIGH_VAR() is read locklessly in the fast path, and IPv6 ndisc uses
NEIGH_VAR_SET() locklessly.
The next patch will convert neightbl_dump_info() to RCU.
Let's annotate accesses to neigh_param with READ_ONCE() and WRITE_ONCE().
Note that ndisc_ifinfo_sysctl_change() uses &NEIGH_VAR() and we cannot
use '&' with READ_ONCE(), so NEIGH_VAR_PTR() is introduced.
Note also that NEIGH_VAR_INIT() does not need WRITE_ONCE() as it is before
parms is published. Also, the only user hippi_neigh_setup_dev() is no
longer called since commit e3804cbebb67 ("net: remove COMPAT_NET_DEV_OPS"),
which looks wrong, but probably no one uses HIPPI and RoadRunner.

__pneigh_lookup() is the lockless version of pneigh_lookup(),
but its only caller pndisc_is_router() holds the table lock and
reads pneigh_netry.flags.
This is because accessing pneigh_entry after pneigh_lookup() was
illegal unless the caller holds RTNL or the table lock.
Now, pneigh_entry is guaranteed to be alive during the RCU critical
section.
Let's call pneigh_lookup() and use READ_ONCE() for n->flags in
pndisc_is_router() and remove __pneigh_lookup().

pneigh_lookup() has ASSERT_RTNL() in the middle of the function, which
is confusing.
When called with the last argument, creat, 0, pneigh_lookup() literally
looks up a proxy neighbour entry. This is the case of the reader path
as the fast path and RTM_GETNEIGH.
pneigh_lookup(), however, creates a pneigh_entry when called with creat 1
from RTM_NEWNEIGH and SIOCSARP, which require RTNL.
Let's split pneigh_lookup() into two functions.
We will convert all the reader paths to RCU, and read_lock_bh(&tbl->lock)
in the new pneigh_lookup() will be dropped.

The sysctl core is preparing to only expose instances of
struct ctl_table as "const".
This will also affect the ctl_table argument of sysctl handlers.
As the function prototype of all sysctl handlers throughout the tree
needs to stay consistent that change will be done in one commit.
To reduce the size of that final commit, switch utility functions which
are not bound by "typedef proc_handler" to "const struct ctl_table".
No functional change.

Pass the duration of a lifetime (in seconds) to the function
rt6_add_dflt_router() so that it can properly set the expiration time.
The function ndisc_router_discovery() is the only one that calls
rt6_add_dflt_router(), and it will later set the expiration time for the
route created by rt6_add_dflt_router(). However, there is a gap of time
between calling rt6_add_dflt_router() and setting the expiration time in
ndisc_router_discovery(). During this period, there is a possibility that a
new route may be removed from the routing table. By setting the correct
expiration time in rt6_add_dflt_router(), we can prevent this from
happening. The reason for setting RTF_EXPIRES in rt6_add_dflt_router() is
to start the Garbage Collection (GC) timer, as it only activates when a
route with RTF_EXPIRES is added to a table.

Add inet6_{test|set|clear|assign}_bit() helpers.
Note that I am using bits from inet->inet_flags,
this might change in the future if we need more flags.
While solving data-races accessing np->mc_loop,
this patch also allows to implement lockless accesses
to np->mcast_hops in the following patch.
Also constify sk_mc_loop() argument.

The upcoming (and nearly finalized):
https://datatracker.ietf.org/doc/draft-collink-6man-pio-pflag/
will update the IPv6 RA to include a new flag in the PIO field,
which will serve as a hint to perform DHCPv6-PD.
As we don't want DHCPv6 related logic inside the kernel, this piece of
information needs to be exposed to userspace. The simplest option is to
simply expose the entire PIO through the already existing mechanism.
Even without this new flag, the already existing PIO R (router address)
flag (from RFC6275) cannot AFAICT be handled entirely in kernel,
and provides useful information that should be exposed to userspace
(the router's global address, for use by Mobile IPv6).
Also cc'ing stable@ for inclusion in LTS, as while technically this is
not quite a bugfix, and instead more of a feature, it is absolutely
trivial and the alternative is manually cherrypicking into all Android
Common Kernel trees - and I know Greg will ask for it to be sent in via
LTS instead...
