drm/amdgpu/sdma: Remove unimplemented soft_reset() for SDMA and SI DMA
These functions are not called from anywhere
and don't do anything. Let's delete them.
Also remove the srbm_soft_reset field from amdgpu_sdma
which is not set anywhere anymore.
