tools/power turbostat: Cleanup: consistently use warn/err, not perror

Acknowledge that get_msr() always errs out on failure by returning
void and deleting checks for its return value.

Replace all perror() with warn().
Replace all perror()/exit() with err().

No functional change, unless you count the uniform return value of -1
on calloc failure.
