doc: Update stallwarn.rst based on RCU Tasks Trace as SRCU
Now that RCU Tasks Trace has been re-implemented in terms of SRCU,
update stallwarn.rst to remove obsolete verbiage about RCU Tasks Trace
stall warnings.
