Describe the always-on branches in a critical_cbcrs array and reference
it through qcom_cc_driver_data. Let qcom_cc_really_probe() enable these
branches instead of programming them directly in the driver's probe.

Replace the #include of <linux/mod_devicetable.h> by the more specific
<linux/device-id/*.h> where applicable. For most cases the include
can be dropped completely, only a few drivers need one or two headers
added.

'struct qcom_cc_desc' is passed to qcom_cc_map() and
qcom_cc_really_probe() only as pointer to const, so make the memory
const for safety.

The QCS8300 Video clock controller is a derivative of SA8775P, but has a
minor difference. Hence add support for QCS8300 Video clock controller by
extending the SA8775P VideoCC.
