In the original sbi_cpu_is_stopped(), if rc doesn't equal to the
SBI_HSM_STATE_STOPPED, it will return rc to the caller directly. But
there is a hidden problem, the rc could be SBI_HSM_STATE_STARTED, if
so, this function will report cpu stopped while the cpu isn't really
stopped.
Furthermore, from the name of cpu_is_stopped(), it gives a sense the
return value is a bool type, true means the cpu is stopped, conversely
false means the cpu is not stopped.
Here change the return value type to bool and change the callers
accordingly. This could fix the above two issues.

RISC-V provides no binding (ACPI or DT) to describe per-cpu start/stop
operations, so cpu_set_ops() will always detect the same operations for
every CPU. Replace the cpu_ops array with a single pointer to save space
and reduce boot time.

name is not used anywhere at all. cpu_prepare and cpu_disable do nothing
and always return 0 if implemented.

The cpu_ops_spinwait is used in a couple of places in arch/riscv
and is causing a sparse warning due to no declaration. Add this
to <asm/cpu_ops.h> with the others to fix the following:

The __cpu_up_stack/task_pointer array is only used for spinwait method
now. The per cpu array based lookup is also fragile for platforms with
discontiguous/sparse hartids. The spinwait method is only used for
M-mode Linux or older firmwares without SBI HSM extension. For general
Linux systems, ordered booting method is preferred anyways to support
cpu hotplug and kexec.
Make sure that __cpu_up_stack/task_pointer is only used for spinwait
method. Take this opportunity to rename it to
__cpu_spinwait_stack/task_pointer to emphasize the purpose as well.

This patch enable support for cpu hotplug in RISC-V. It uses SBI HSM
extension to online/offline any hart. As a result, the harts are
returned to firmware once they are offline. If the harts are brought
online afterwards, they re-enter Linux kernel as if a secondary hart
booted for the first time. All booting requirements are honored during
this process.
Tested both on QEMU and HighFive Unleashed board with. Test result follows.

Currently, all non-booting harts start booting after the booting hart
updates the per-hart stack pointer. This is done in a way that, it's
difficult to implement any other booting method without breaking the
backward compatibility.
Define a cpu_ops method that allows to introduce other booting methods
in future. Modify the current booting method to be compatible with
cpu_ops.
