Currently, s390 has the ability to configure the maximum kernel command
line size via Kconfig (CONFIG_COMMAND_LINE_SIZE). Other architectures
define a hardcoded COMMAND_LINE_SIZE macro in their setup.h headers.
In some use cases, such as netboot kernels, rootfs configurations, or
larger initramfs setups, a larger command line size is required. While
for embedded workloads, it can be reduced to save memory.
Move CONFIG_COMMAND_LINE_SIZE out of arch/s390/Kconfig and into
init/Kconfig under General setup, and update every architecture's setup.h
header to define COMMAND_LINE_SIZE as CONFIG_COMMAND_LINE_SIZE.
For user-space API (uapi) headers, wrap the definition in an `#ifdef
__KERNEL__` guard and retain the historical hardcoded default in the
`#else` block. When user-space headers are installed via `make
headers_install`, unifdef strips out the kernel section, ensuring the same
value as before for user-space applications including `<asm/setup.h>`.
For S390, the range is kept the same, but other architectures have varying
constraints. S390 requires a minimum of 896 bytes to protect legacy
bootloaders from overwriting the .text section. ARM, M68K, and NIOS2
allocate the command line directly on severely constrained decompressor
stacks, so their ranges are strictly capped at 2048 bytes to prevent
deterministic stack exhaustion and boot panics. PowerPC (PPC) boot
wrappers silently truncate arguments past 2048 bytes, so it is also capped
at 2048 to prevent silent parameter loss.
The SuperH (SUPERH) boot parameter page allocates exactly PAGE_SIZE
(typically 4096 bytes), and placing a 4096-byte command line starting at
offset 256 would cause strscpy() to read out of bounds; it is capped at
3840 bytes. Alpha physically limits its boot parameter block to 256
bytes, so its limit is strictly locked to 256. All other architectures
are capped at 4096 bytes to prevent unreasonable allocations.

This is first step in eliminating struct cpuinfo_arc[NR_CPUS]
Back when we had just ARCompact ISA, the idea was to read/bit-fiddle
the BCRs once and and cache decoded information in a global struct ready
to use.
With ARCv2 it was modified to contained abstract / ISA agnostic
information.
However with ARCv3 there 's too much disparity to abstract in common
structures. So drop the entire decode once and store paradigm. Afterall
there's only 2 users of this machinery anyways: boot printing and
cat /proc/cpuinfo. None is performance critical to warrant locking away
resident memory per cpu.
This patch is first step in that direction
- decouples struct cpuinfo_arc_mmu from global struct cpuinfo_arc
- mmu code still has a trimmed down static version of
struct cpuinfo_arc_mmu to cache information needed in performance
critical code such as tlb flush routines
- folds read_decode_mmu_bcr() into arc_mmu_mumbojumbo()
- setup_processor() directly calls arc_mmu_init() and not via
arc_cpu_init()

Anrd reported [1] new compiler warnings due to -Wmissing-protype.
These are for non static functions mostly used in asm code hence not
exported already. Fix this by adding the prototypes.

But this still assumes that all of memory is under IOC which may not be
true for the SoC. Improve that later when this becomes a real issue, by
specifying this from DT.

The motivation is to identify ARC750 vs. ARC770 (we currently print
generic "ARC700").
A given ARC700 release could be 750 or 770, with same ARCNUM (or family
identifier which is unfortunate). The existing arc_cpu_tbl[] kept a single
concatenated string for core name and release which thus doesn't work
for 750 vs. 770 identification.
So split this into 2 tables, one with core names and other with release.
And while we are at it, get rid of the range checking for family numbers.
We just document the known to exist cores running Linux and ditch
others.
With this in place, we add detection of ARC750 which is
- cores 0x33 and before
- cores 0x34 and later with MMUv2

enabled.
And while at it, reduce one line off boot printing by consolidating
the Peripheral address space and IO-Coherency which in a way
applies to them

The default 256 bytes sometimes is just not enough.
We usually provide earlycon=... and console=... and ip=...
All this and more may need more room.

They haven't '__init' in definition, but has '__init' in declaration.
And normal function start_kernel_secondary() may call setup_processor()
which will call arc_init_IRQ().
So need remove '__init' for both of them. The related warning (with
allmodconfig):

The function start_kernel_secondary() references
the function __init setup_processor().
