x86_energy_perf_policy: Cleanup err_on_hypervisor error path
strstr could run off the end of the buffer if there is no NUL
termination. No, this does not hapen in real life,
since we always find "flags".
Avoid using a pointer into a freed buffer -- even though
we are just testing the pointer for non NULL.
No functional change.
