x86_energy_perf_policy: Drop unused signal.h
Remove unused #include <signal.h> header to reduce compilation overhead and
improve code cleanliness.
The signal.h header was included but never used in the source file.
No signal handling functions or constants from this header are
referenced anywhere in the code. Removing it eliminates unnecessary
dependencies and reduces compilation time.
