kernel/api: add API specification for sys_close
Add KAPI-annotated kerneldoc for the sys_close system call in fs/open.c.
The specification documents the file descriptor parameter, error
conditions, locking requirements, side effects on pending I/O, and
the close-on-exec relationship.
