Revert "nvme: do not reset controllers in NVME_CTRL_NEW state"
This reverts commit c20bba234f3e1dcd81f7a2ec21ea7bf01a4cf35f.
The standard transport drivers were okay with the patch, but the Apple
driver needs a bit of work before it can handle the state transition
requirement.
