wifi: cfg80211: add initial UHR support
Add initial support for making UHR connections (or suppressing that), adding UHR capable stations on the AP side, encoding and decoding UHR MCSes (except rate calculation for the new MCSes 17, 19, 20 and 23) as well as regulatory support.
