media: cec/core: add a new CEC_LOG_ADDRS_FL_CONFIG_FAILED flag
If claiming a logical address fails, then set the
CEC_LOG_ADDRS_FL_CONFIG_FAILED flag. This makes it possible for
userspace to detect this corner case.
