RDMA/ionic: add Shared receive queue (SRQ) support
Implement device supported verb APIs for shared receive queue.
SRQ is supported for userspace only. ionic_create_srq() returns
-EOPNOTSUPP when there is no ucontext, so kernel ULPs cannot create an
SRQ.
