btrfs: remove unused variable flags from btrfs_read_qgroup_config()
Since commit e562a8bdf652 ("btrfs: introduce
BTRFS_QGROUP_RUNTIME_FLAG_CANCEL_RESCAN"), that @flags variable is no
longer utilized. Just remove it.
