drm/amd/display: Remove unused copyright notice
[Why & How]
The copyright notice was carried over from code related to kernel
floating-point support. The associated DC_FP_START() and DC_FP_END() macros
are not present in SPL, so the notice is no longer applicable.
Remove the unused copyright notice from spl_os_types.h.
