riscv/purgatory: add asm/purgatory.h
Add arch/riscv/include/asm/purgatory.h and provide the purgatory()
prototype via the architecture header, mirroring the x86 layout.
Remove the workaround from arch/riscv/purgatory/purgatory.c.
