x86/speculation: Support 'mitigations=' cmdline option
Configure x86 runtime CPU speculation bug mitigations in accordance with
the 'mitigations=' cmdline option. This affects Meltdown, Spectre v2,
Speculative Store Bypass, and L1TF.
The default behavior is unchanged.
