tracing: Include zero offset in timer histogram
If everything works well and the CPU is pretty fast, most wakeup timers
have a delay of less than 1 us which is currently not recorded in the
missed_timer_offsets histograms.
It would, however, be preferable to even record such short offsets.
This patch modifies the code to also consider delays of 0 us in the
histogram.
