rust: alloc: remove `'static` bound on `ForeignOwnable`
The `'static` bound is currently necessary because there's no
restriction on the lifetime of the GAT. Add a `Self: 'a` bound to
restrict possible lifetimes on `Borrowed` and `BorrowedMut`, and lift
the `'static` requirement.
