docs: pt_BR: update netdevsim section in maintainer-netdev.rst
Update the Brazilian Portuguese translation of maintainer-netdev.rst
to align with the latest English version.
Key changes include:
- Updated the netdevsim section to reflect upstream changes
- Added guidance on netdevsim-based API testing
- Fixed minor spacing and formatting issues
