usb: dwc3: pci: add Power Management dummy hooks
Allow for dwc3-pci to reach D3 and enable pm_runtime by providing dummy PM hooks. Without them, PCI subsystem won't put device to D3. Signed-off-by: Felipe Balbi <felipe.balbi@linux.intel.com>
