s390: Add ARCH_HAS_PREEMPT_LAZY support
Just add the required TIF bit for ARCH_HAS_PREEMPT_LAZY support.
Shuffle TIF bits to get TIF_NEED_RESCHED_LAZY next to TIF_NEED_RESCHED.
