Translat Documentation/SubmittingChecklist into Chinese
I have translated linux-2.6/Documentation/SubmittingChecklist into
Chinese. This patch can add translated file(SubmittingChecklist) under
linux-2.6/Documentation/zh_CN/. Thanks.
