smsc: Move the SMC (SMSC) drivers
Moves the SMC (SMSC) drivers into drivers/net/ethernet/smsc/ and the necessary Kconfig and Makefile changes. Also did some cleanup of NET_VENDOR_SMC Kconfig tag for the 8390 based drivers.
