docs: document panic fully in sysctl/kernel.rst
The description of panic doesn’t cover all the supported scenarios;
this patch fixes that, describing the three possibilities (no reboot,
immediate reboot, reboot after a delay).
Based on the implementation in kernel/panic.c.
