assoc_array: move shortcut creation into a function of its own
Move the code after the all_leaves_cluster_together label into
assoc_array_insert_shortcut(), which returns the new shortcut, or NULL
when it cannot allocate one. The caller installs it and jumps to
do_split_node as before.
No functional change.
