We sometimes need to check if a link is active, and this
is complicated by the fact that active_links has no bits
set when the vif isn't (acting as) an MLD. Add a small
new helper ieee80211_vif_link_active() to make that a bit
easier, and use it in a few places.

We have an nl80211 attribute to mask supported rates from
probe responses in scanning, e.g. for use in P2P, but in
the refactoring I stopped applying this mask. Restore it.

The building of elements is really mess, and really the only
reason we're not doing it in SKBs in the first place is that
the scan code in ieee80211_build_preq_ies() doesn't.

Convert ieee80211_build_preq_ies() to use an SKB internally
so that we can gradually convert other things to ..._put_*()
style interfaces.

We don't need to use the write function here since we already
have an SKB, so use ieee80211_put_he_6ghz_cap() with the SMPS
mode taken from the link we're using.
