docs: timers: convert docs to ReST and rename to *.rst

The conversion here is really trivial: just a bunch of title markups and very few puntual changes is enough to make it to be parsed by Sphinx and generate a nice html. The conversion is actually: - add blank lines and identation in order to identify paragraphs; - fix tables markups; - add some lists markups; - mark literal blocks; - adjust title markups. At its new index.rst, let's add a :orphan: while this is not linked to the main index.rst file, in order to avoid build warnings. Pull yet more SPDX updates from Greg KH: "Another round of SPDX header file fixes for 5.2-rc4 These are all more "GPL-2.0-or-later" or "GPL-2.0-only" tags being added, based on the text in the files. We are slowly chipping away at the 700+ different ways people tried to write the license text. All of these were reviewed on the spdx mailing list by a number of different people. uaccess: add noop untagged_addr definition

Architectures that support memory tagging have a need to perform untagging (stripping the tag) in various parts of the kernel. This patch adds an untagged_addr() macro, which is defined as noop for architectures that do not support memory tagging. The oncoming patch series will define it at least for sparc64 and arm64.
