As we're running out of hardware capability flags pretty quickly,
convert them to use the regular test_bit() style unsigned long
bitmaps.

This introduces a number of helper functions/macros to set and to
test the bits, along with new debugfs code.

The occurrences of an explicit __clear_bit() are intentional, the
drivers were never supposed to change their supported bits on the
fly. We should investigate changing this to be a per-frame flag.

This support is essentially useless as typically networks are encrypted,
frames will be filtered by hardware, and rate scaling will be done with
the intended recipient in mind. For real monitoring of the network, the
monitor mode support should be used instead.

Removing it removes a lot of corner cases.

Several files refer to an old address for the Free Software Foundation
in the file header comment.  Resolve by replacing the address with
the URL &lt;http://www.gnu.org/licenses/&gt; so that we do not have to keep
updating the header comments anytime the address changes.

Drivers that don't use chanctxes cannot perform VHT association because
they still use a "backward compatibility" pair of {ieee80211_channel,
nl80211_channel_type} in ieee80211_conf and ieee80211_local.

zd1211rw lacks hardware encryption, so enabling 802.11w is only matter of
enabling IEEE80211_HW_MFP_CAPABLE flag.

Remove the control.sta pointer from ieee80211_tx_info to free up
sufficient space in the TX skb control buffer for the upcoming
Transmit Power Control (TPC).
Instead, the pointer is now on the stack in a new control struct
that is passed as a function parameter to the drivers' tx method.

<title>zd1211rw: wait between setting hash table and powering radio on</title>

I am running Debian testing kernel 3.1.0-1-amd64, using a 079b:0062 Sagem
XG-76NA 802.11bg stick.

Upon zd1211rw interface
bringup (ifconfig wlan0 up) I get the following timeout:

A second ifconfig wlan0 up brings the interface up without problems.

After a bit more debugging, the call trace is the following:

Adding a 10 milliseconds delay between the call to set_mc_hash() and
zd_chip_switch_radio_on() allows successful interface bringups in all
cases and matches what the vendor driver did.
