Move the DEC - Tulip driver into drivers/net/ethernet/dec/tulip/
and make the necessary Kconfig and Makefile changes.

The Digital Equioment (DEC) driver ewrk3 was moved into
drivers/net/ethernet/dec/ and the remaining drivers (Tulip)
were moved into drivers/net/ethernet/dec/tulip/

There is no need to check for the address being a multicast address in
the netdev_for_each_mc_addr loop, so remove it.

This reverts commit e5cb966c0838e4da43a3b0751bdcac7fe719f7b4.

It causes new build regressions with gcc-4.2 which is
pretty common on non-x86 platforms.

Fix build warnings like the following:

WARNING: drivers/net/built-in.o(.data+0x12434): Section mismatch in reference from the variable madgemc_driver to the variable .init.data:madgemc_adapter_ids

And add some consts to EISA device ID tables along the way.

This was previously reported as a security issue due to leakage of
uninitialized stack memory. Jeff Mahoney pointed out that this is
incorrect since the copied data is from a union (rather than a struct).
Therefore, this patch is only under consideration for the sake of
correctness, and is not security relevant.
