With the phy_port representation introduced, we can use .attach_port to
populate the port information based on either the straps or the
ti,fiber-mode property. This allows simplifying the probe function and
allow users to override the strapping configuration.

Simplify the arguments passed to phy_get_internal_delay() - the "dev"
argument is always &amp;phydev-&gt;mdio.dev, and as the phydev is passed in,
there's no need to also pass in the struct device, especially when this
function is the only reason for the caller to have a local "dev"
variable.

Remove the redundant "dev" argument, and update the callers.

Cross-merge networking fixes after downstream PR (net-6.15-rc4).

This pull includes wireless and a fix to vxlan which isn't
in Linus's tree just yet. The latter creates with a silent conflict
/ build breakage, so merging it now to avoid causing problems.

When CONFIG_OF_MDIO is set to be a module the code block is not
compiled. Use the IS_ENABLED macro that checks for both built in as
well as module.

The dp83822 provides the possibility to set the resistance value of the
the MAC termination. Modifying the resistance to an appropriate value can
reduce signal reflections and therefore improve signal quality.

When CONFIG_OF_MDIO is not defined the index for selecting the transmit
amplitude voltage for 100BASE-TX is set to 0, but it should be -1, if there
is no need to modify the transmit amplitude voltage. Move initialization of
the index from dp83822_of_init to dp8382x_probe.

Add support for changing the transmit amplitude voltage in 100BASE-TX mode.
Modifying it can be necessary to compensate losses on the PCB and
connector, so the voltages measured on the RJ45 pins are conforming.

'struct mdio_device_id' is not modified in these drivers.

Constifying these structures moves some data to a read-only section, so
increase overall security.

On a x86_64, with allmodconfig, as an example:

The DP83822 supports up to three configurable Light Emitting Diode (LED)
pins: LED_0, LED_1 (GPIO1), COL (GPIO2) and RX_D3 (GPIO3). Several
functions can be multiplexed onto the LEDs for different modes of
operation. LED_0 and COL (GPIO2) use the MLED function. MLED can be routed
to only one of these two pins at a time. Add minimal LED controller driver
supporting the most common uses with the 'netdev' trigger.
