Remove the cxl driver that provides support for the IBM Coherent
Accelerator Processor Interface. Revert or clean up associated code in
arch/powerpc that is no longer necessary.

cxl has received minimal maintenance for several years, and is not
supported on the Power10 processor. We aren't aware of any users who are
likely to be using recent kernels.

Thanks to Mikey Neuling, Ian Munsie, Daniel Axtens, Frederic Barrat,
Christophe Lombard, Philippe Bergheaud, Vaibhav Jain and Alastair
D'Silva for their work on this driver over the years.

The cxl driver is no longer actively maintained and we intend to remove it
in a future kernel release.

cxl has received minimal maintenance for several years, and is not
supported on the Power10 processor. We aren't aware of any users who are
likely to be using recent kernels.

Change its MAINTAINERS status to obsolete, update the sysfs ABI
documentation accordingly, add a warning message on device probe, change
the Kconfig options to label it as deprecated, and don't build it by
default.

This adds Kconfig selection which allows 64s hash MMU support to be
disabled. It can be disabled if radix support is enabled, the minimum
supported CPU type is POWER9 (or higher), and KVM is not selected.

The CXL_AFU_DRIVER_OPS and CXL_LIB Kconfig options were added to coordinate
merging of new features. They no longer serve any purpose, so remove them.

'default n' is the default value for any bool or tristate Kconfig
setting so there is no need to write it explicitly.

Also since commit f467c5640c29 ("kconfig: only write '# CONFIG_FOO
is not set' for visible symbols") the Kconfig behavior is the same
regardless of 'default n' being present or not:

    ...
    One side effect of (and the main motivation for) this change is making
    the following two definitions behave exactly the same:

        config FOO
                bool

        config FOO
                bool
                default n

    With this change, neither of these will generate a
    '# CONFIG_FOO is not set' line (assuming FOO isn't selected/implied).
    That might make it clearer to people that a bare 'default n' is
    redundant.
    ...

This patch exports a in-kernel 'library' API which can be called by
other drivers to help interacting with an IBM XSL on a POWER9 system.

The XSL (Translation Service Layer) is a stripped down version of the
PSL (Power Service Layer) used in some cards such as the Mellanox CX5.
Like the PSL, it implements the CAIA architecture, but has a number
of differences, mostly in it's implementation dependent registers.

The XSL also uses a special DMA cxl mode, which uses a slightly
different init sequence for the CAPP and PHB.

Remove the CXL_KERNEL_API and CXL_EEH Kconfig options, as they were only
needed to coordinate the merging of the cxlflash driver. Also remove the
stub implementation of cxl_perst_reloads_same_image() in cxlflash which is
only used if CXL_EEH isn't defined (i.e. never).
