Syncpoint IRQs are currently requested in a code path that runs
during resume. Due to this, we get multiple overlapping registered
interrupt handlers as host1x is suspended and resumed.

Rearrange interrupt code to only request IRQs during initialization.

Move from the old, complex intr handling code to a new implementation
based on dma_fences. While there is a fair bit of churn to get there,
the new implementation is much simpler and likely faster as well due
to allowing signaling directly from interrupt context.

Add an implementation of dma_fences based on syncpoints. Syncpoint
interrupts are used to signal fences. Additionally, after
software signaling has been enabled, a 30 second timeout is started.
If the syncpoint threshold is not reached within this period,
the fence is signalled with an -ETIMEDOUT error code. This is to
allow fences that would never reach their syncpoint threshold to
be cleaned up. The timeout can potentially be removed in the future
after job tracking code has been refactored.

Before this patch, cancelled waiters would only be cleaned up
once their threshold value was reached. Make host1x_intr_put_ref
process the cancellation immediately to fix this.

Functions taking a pointer to a host1x syncpoint as an argument don't

obtained from the syncpoint.

IDs can never be negative so use unsigned int. In some instances an
explicitly sized type (such as u32) was used for no particular reason,
so turn those into unsigned int as well for consistency.
