ata: libata: remove deprecated EH callbacks

Now that all libata drivers have migrated to use the error_handler callback, remove the deprecated phy_reset and eng_timeout callbacks. Also remove references to non-existent functions sata_phy_reset and ata_qc_timeout from Documentation/driver-api/libata.rst. This patch fixes host drivers to use CONFIG_PM_SLEEP instead of CONFIG_PM where applicable. Benefits of this change: * unused code is not being compiled in for CONFIG_PM=y, CONFIG_PM_SLEEP=n and CONFIG_PM_RUNTIME=y configurations * easier transition to use struct dev_pm_ops and SIMPLE_DEV_PM_OPS() in the future * more consistent code (there are host drivers which are using the correct CONFIG_PM_SLEEP checks already) The patch leaves the core libata code and ->port_[suspend,resume] support in sata_[inic162x,nv,sil24].c alone for now. Fixes IDE -> libata regression. There shouldn't be any problems with it as corresponding IDE's host driver (sl82c105) has been supporting PCI Power Management since Oct 10 2008 (commit feb22b7f "ide: add proper PCI PM support (v2)") and IDE PM since Jun 14 2003 (patch v2.5.73 "ide: Power Management").
