powerpc: pmi: Convert to platform remove callback returning void

The .remove() callback for a platform driver returns an int which makes many driver authors wrongly assume it's possible to do error handling by returning an error code. However the value returned is ignored (apart from emitting a warning) and this typically results in resource leaks. To improve here there is a quest to make the remove callback return void. In the first step of this quest all drivers are converted to .remove_new(), which already returns void. Eventually after all drivers are converted, .remove_new() will be renamed to .remove(). Trivially convert this driver from always returning zero in the remove callback to the void returning variant. Since commit d492cc2573a0 ("driver core: device.h: make struct bus_type a const *"), the driver core can properly handle constant struct bus_type, move the mpic_subsys variable to be a constant structure as well, placing it into read-only memory which can not be modified at runtime. The call to grackle_set_stg() ("Store Gathering") has always been inside an #ifdef 0, since the code was first merged in v2.3.43pre7. Apparently it was suspected of causing problems on some hardware so was disabled. No one has ever proved otherwise so drop the code as unused for now.
