Update the IPQ5424 LLCC slice configuration table to give the PPE
and Wi-Fi datapaths dedicated slices.

Assign slice IDs 1 and 5 to the PPE RX descriptor and RX fill use cases,
slice IDs 6 and 7 to the Wi-Fi radios connected over PCIe, and slice ID
2 to the CPU subsystem. Adjust the corresponding capacities, priorities,
and way masks for these consumers.

These slice assignments are based on recommendations from the
performance team, following throughput measurements on IPQ5424.
Having the dedicated slice configuration for each of these use cases
helps to improve the networking throughput by more than 1 Gbps.

Rename the usecase IDs for slice IDs 1 and 2 because LLCC_CPUSS and
LLCC_VIDSC0 do not describe the actual users of those slices.

Retrieve System Cache Table (SCT) descriptors from a shared memory
region populated by firmware.

SCT initialization and programming are performed entirely by firmware
outside of Linux. The LLCC driver only consumes the pre-initialized
descriptor data and does not configure SCT itself.

Support this mechanism for future SoCs that provide SCT programming
via firmware.

Fix incorrect slice activation/deactivation accounting by replacing the
bitmap-based activation tracking with per-slice atomic reference counters.
This resolves mismatches that occur when multiple client drivers vote for
the same slice or when llcc_slice_getd() is called multiple times.

As part of this fix, simplify slice descriptor handling by eliminating
dynamic allocation. llcc_slice_getd() now returns a pointer to a
preallocated descriptor, removing the need for repeated allocation/free
cycles and ensuring consistent reference tracking across all users.

Pull SoC driver updates from Arnd Bergmann:
 "Nothing particular important in the SoC driver updates, just the usual
  improvements to for drivers/soc and a couple of subsystems that don't
  fit anywhere else:

   - The largest set of updates is for Qualcomm SoC drivers, extending
     the set of supported features for additional SoCs in the QSEECOM,
     LLCC and socinfo drivers.a

   - The ti_sci firmware driver gains support for power managment

   - The drivers/reset subsystem sees a rework of the microchip sparx5
     and amlogic reset drivers to support additional chips, plus a few
     minor updates on other platforms

   - The SCMI firmware interface driver gains support for two protocol
     extensions, allowing more flexible use of the shared memory area
     and new DT binding properties for configurability.

   - Mediatek SoC drivers gain support for power managment on the MT8188
     SoC and a new driver for DVFS.

   - The AMD/Xilinx ZynqMP SoC drivers gain support for system reboot
     and a few bugfixes

   - The Hisilicon Kunpeng HCCS driver gains support for configuring
     lanes through sysfs

  Finally, there are cleanups and minor fixes for drivers/{soc, bus,
  memory}, including changing back the .remove_new callback to .remove,
  as well as a few other updates for freescale (powerpc) soc drivers,
  NXP i.MX soc drivers, cznic turris platform driver, memory controller
  drviers, TI OMAP SoC drivers, and Tegra firmware drivers"

Implement necessary support for the LLCC control on the SAR1130P and
SAR2130P platforms. These two platforms use different ATTR1_MAX_CAP

On most modern qualcomm SoCs, the configuration necessary to enable the
Tag/Data RAM related irqs being propagated to the SoC irq controller is
already done in firmware (in DSF or 'DDR System Firmware')

On some like the x1e80100, these registers aren't even accesible to the
kernel causing a crash when edac device is probed.

Hence, make the irq configuration optional in the driver and mark x1e80100
as the SoC on which this should be avoided.
