The struct iris_fmt unites pixfmt with the plane type, however the type
from the struct is not actually used. Drop the struct completely and use
u32 pixfmt in all the callsites.

The driver was using a fixed default FPS value when calculating the VPU
frequency. This caused wrong frequency requests for high‑frame‑rate
streams, for example 4K at 240 FPS. Because of this, the hardware was
running at a lower frequency than needed.

Add the FPS measurement based on the decoder input buffer arrival rate.
The measured FPS is stored per instance and used in frequency calculation
instead of the fixed default FPS. The value is clamped so that it does
not exceed platform limits. Add a VPP firmware overhead when running in
STAGE_2.

Calling HFI instance-specific ops should not require double indirection
through the core ops. Split instance-specific ops to a separate struct,
keep a pointer to it in struct iris_inst and set it directly in the
get_instance function.

Add members enc_scale_width, enc_scale_height to the struct iris_inst to
support scale requirements.

Add output width and height settings in iris_venc_s_fmt_output to
enable scaling functionality.

Add VPSS buffer to platform data, which the scale function requires.

Extend iris decoder driver to support format V4L2_PIX_FMT_AV1.
This change updates the format enumeration (VIDIOC_ENUM_FMT)
and allows setting AV1 format via VIDIOC_S_FMT for gen2 and beyond.
Gen1 iris hardware decoder does not support AV1 format.

Introduce handling for the QC08C format in the decoder. QC08C format is
NV12 with UBWC compression. Update format checks and configuration to

Initialize and configure platform-specific capabilities for the encoder
in the firmware during stream-on, to tailor encoding behavior to the
current session's requirements. Some of these capabilities can also be
updated dynamically when V4L2 controls are modified by the client after
stream-on.
